Alternating logistic regression, which is a special type of GEE with binary outcomes, is available in base SAS. This model can be modelled using Proc Genmod using the LOGOR = option in place of the type = option. Many thanks to Nuria Chapinal for rising the issue of ALR in SAS-L.
